AElfred doesn't allow a UTF-8 input file to contain a
byte-order mark.
Byte order marks weren't obviously allowed in UTF-8
with XML 1.0 first edition, but the Unicode standard
makes it clear they are allowed, and XML 1.0 second
edition specifically allows them.
The issue has become more urgent as Windows editors
are increasingly in use which save UTF-8 files with a
byte order mark.
Present in 6.4.4 and all previous releases.
