The blink technique slows time (but doesn't stop it, so
monsters will never
freeze). It does work, but under the new speed system it's a
lot less effective than it used to be.
The old movement system worked something like this:
Actually, as for the blink technique, it was meant to be
simply a speedup. I hadn't had too much of a chance to
figure out the actual workings of the speed system, which
is why the speedup under the new system is rather
conservative. Blink should be a temporary burst of speed,
but nothing overwhelming. I think it would be nice to make
it so that the final speed is dependant on your current
speed like it is currently. We could make it so that
"blinking" causes you to always go to speeds faster than
"very fast" (normal -> blink, fast -> flast blink, very
fast -> ultra fast blink), or we could make it so that you
go up a level (normal to fast to very fast to 'max blink
fast') Of course, blink is a really early hobbit
technique, so it shouldn't be too powerful, otherwise
it'll make hobbits too easy.

I tried implementing a conservative system, but felt while
play testing it that it really was hardly noticeable. I have
therefore replaced my original with a slightly beefed up
version. This is sufficient to make a difference even for a
low level hobbit and yet not powerfull enough to make a high
level hobbit as fast as an air elemental even while
blinking.

which made blinking very fast indeed. Under the new system
it works
a little like this:
Normal speed: 12
Fast: 16

Blinking: 15 (decaying by one each turn)
Fast + blinking: 20 (decaying)
Very fast + blinking: 24 (decaying)
Thus the effect is much less noticeable.
