9 add <change> to att.datable - ID: 2894152
Last Update: Settings changed ( louburnard )

<change> currently explicitly defines the @when attribute, rather than
inheriting it from membership in att.datable. This makes it impossible to
specify imprecise dates, or to supply the date in ISO format. It would be
betteer to remove the explicit definition and add the element to
att.datable

This seems eminently corrigible to me. I cant see any reason for <change>
not to be "datable" in all the ways att.datable allows.
