tandem_duplication as a sequence_feature - ID: 2893488

Hey Karen, what do you think about having tandem_duplication (and it's
children) as a child of
sequence_feature->sequence_alteration->insertion->duplication. I think
this would add a bit more flexibility to variant annotations.
