The four eyes check for content deletion via trash folder is absolutely
appropriate to the problem of getting rid with outdated data. However due
to this procedure every administrator has access to all content which may
be critical in this way or the other. Further in a large organisations the
group of administrators will quickly grow as the deletion decision cannot
be determined by only one or a few users.
What a about the introduction of several trash folders to which delete
trustees (delete trustee groups) can be assigned to.
It would improve the operational security of the system by far. Every
garbage collecting user could decide about the second pair of eyes helping
him or her.
