Details:

I hope this OK, to post a question like this. I need to connect and change
IPs automaticly. My current app is in VB.NET 2008. Please ANY information
would be helpful.

Privoxy doesn't hide IP addresses, so you'd have to chain it with Tor which is described here: http://www.privoxy.org/faq/misc.html#TOR It might make more sense for you to use Tor as socks proxy directly, though. Either way, I'd suggest you look into libcurl which has .NET bindings: http://curl.haxx.se/libcurl/dotnet/ I don't know if they are any good, but I use curl itself pretty much every day and highly recommend it.
