Global settings file is ignored in case of local file presen - ID: 2882207

When I changed paper format (A4->A5) in the MikTeX Settings, MikTeX created
"C:\ProgramData\MikTeX\2.8\dvipdfm\config\config" file with the only line
"p a5".
So, the Dvipdfm stopped woking correctly after changing pager format,
because "C:\Program Files\MiKTeX 2.8\dvipdfm\config\config" file is ignored
in case of presence config file in ProgramData.
