Raptor RDF serializer optionality - ID: 2858794

Proposed patch makes Raptor RDF serializer (using redland/rasqal) optional
via cmake veriable.
Currently this is purely automagically determined (when recent redland is
found and raptor *parser* enabled).
Btw, patch updates existing cmake option descriptions to sound more English
in my opinion (removed 'the', capitalics in proper names) - feel free to
discard those if you like.
