Clicking the Gimp icon in the dock should bring Gimp forward - ID: 2829919

When the Gimp is not the front-most app, clicking on the Gimp icon does
nothing. It should bring the app's windows to the front. Clicking the X11
icon *does* bring it to the front, which makes sense given how it works,
but it's not very user-friendly. Probably what needs to be done is have
the stub Aqua app capture the open event and forward it to X11.
