In INSTALL please mention if one must be root to install, or can a
regular user also install SquirrelMail, e.g., like

But, given that our install documentation is quite a bit more complicated, and actually goes into the detail of installing additional services (php, web server, etc) it implies root. That being said, if you're on a hosted environment and that's already installed, you just need somewhere to drop the PHP files, just like any other web app.
