Documentation on the URL you mention does not mention if you need to be
root. But, given that our install documentation is quite a bit more
complicated, and actually goes into the detail of installing additional
services (php, web server, etc) it implies root. That being said, if
you're on a hosted environment and that's already installed, you just need
somewhere to drop the PHP files, just like any other web app.
