Title stays still - hard to navigate through web history - ID: 2816595

I've noticed that when a user changes through different modules, the title
of the webpage remains.
The attached lib
1) checks to see if a disaster has been configured
2) checks to see if an incident has been configured
3) checks to see what module is being used
3) displays a <title> that is relevant to the user, changing as modules and
incidents are changed
