I don't believe MS virtual PC officially supports anything but Windows
guests. In practice support for various Linux distros is patchy, often
requiring install hacks. You may be better of with VirtualBox or VMWare
Workstation rather than VPC

first of all check if the MD5 sum is correct - if ok:
burn that iso and check if the cd boots on any other "real hardware" - if
ok:
on last try vmware-server (www.vmware.com) if you are in need of
virtualizing (and know what you are doing)

if all of the above works - please contact MS as this is the vendor of the
software you use

if you think this is really a bug please post a bit more of the errors you
recieve - "not booting" is not really a bug unless tested like above and
the iso at least boots for a lot of people out in there...
