Vista installer adds to Admin menu instead of `All Users' - ID: 2806904

Installing v3.17 on Vista Ultimate x64 as a standard user invokes UAC, and
then all the shortcuts are created under C:\Users\[admin user
account]\AppData\Roaming\Microsoft Windows\Start Menu\Programs\ instead of
under the 'All Users' group.
Invoking the program from the install-folder seems to work fine.
