user settable percent (40% default), calculated language: "Her penalty
shall be a Scoring Penalty of 40% calculated as described in rule 44.3(c),
but not more than half of the difference between the boat's score prior to
applying the penalty and the score for boats that are scored DNF, unless
the sailing instructions state a different penalty."
