Scroll lock on output window in GUI. - ID: 2695289

It would be nice to have a scroll lock feature on the processing output
window in the GUI (especially in verbose mode).
E.g. one of the following:
1) Keyboard scroll lock stops scrolling.
2) Check box on interface to lock scrolling.
3) Touching scroll bar locks scrolling.
