5 can't enable project news - ID: 2680029

Your docs say:

Project news is provided to all projects on an opt-in basis. To enable
news:

1. Login as a project administrator and go to the Project Summary page.
2. Click on the "Publicity" menu option under the "Admin" menu heading.
3. Check the "The following box should be checked to enable Project
News" checkbox and click on the "Update" button.

but there is no "Admin" menu heading on the "Project Summary page".

From the Summary page, mouse over Project Admin and select Feature Settings. In that list, if sorted by feature, the Project News item is on the list. Go to the right of that and in the Options Column, you can either Manage or Submit (news).
