add version number to binary stores - ID: 2642854

Using a 5.2 gatekeeper on a 5.3 gkpStore results in odd crashes. The
binary stores need to have a version number included. Code should at least
detect that a store is too new/too old and refuse to run. Possibly, we
want to have a utility to update stores from old versions to the latest.
