GEDCOM export lacks HEAD/TRLR - ID: 2629323

Exporting GEDCOM to a text file from either the BKEdit or jLifeLines UI
creates a GEDCOM file that has neither a head nor a trailer, and hence
cannot be re-imported without hand editing. I've poked around a little
trying to find the problem, but my knowledge of the codebase seems to have
dropped to absolute zero in the past several years. Do the FSDB->Rawdb
functions handle all writing to text files?
