bug PortalMoveEvent miss the droppedindex - ID: 2568653

when you use Portallayout and you move the panel from the up to down , the
dom of the portalchildren doesn't changed , so you can add a variable
droppedindex from the PortalMoveCommand to PortalMoveEvent .
and now it works .
