In some cases is default language for spelling is set to EN - ID: 2431005

Hi,
i found problem with gtkspell-2, in some cases i default language for
spelling is set to "EN". Problem is with this code
"if (g_strncasecmp(lang, "C", 1) == 0)".
This cause that languages starting with "C" like (cs_CZ) was falled into
"en" spelling.
I wrote quick patch that repair this
