OpenCOBOL could not build with _FORTIFY_SOURCE - ID: 2140608

On bug BZ #452554 a user complaints that disabling _FORTIFY_SOURCE is an
security issue, becouse buffer overlows will not been detected.
OpenCOBOL-1.1 fails to build on x86 if this compiler option is enabled.
