"Music" at startup doesn't play on Carbon - ID: 213190

SndStartFilePlay/SndStopFilePlay/SoundPauseFilePlay are unimplemented in
the Carbon APIs. Implement a workaround using some sample source from Apple
on sound double buffering playback.
