It is quite often the case that we know that the _EXPECTED_ action will
result in the launching of a dialog. Currently we expect the server to
tell us - which is good, but in many cases could be unresponsive. It
would be considerably more convenient in many cases to allow the providing

of a dialog or modal dialog up front which would merely contain a throbber

if it were Ajax, or the content if it were inline - in much the same way
that context-popups do.
