Dual LAN setup leads to spurious broadcast link NACKs - ID: 2048472

When TIPC is running in a dual LAN environment (i.e. two bearers are
enabled), sending multicast traffic over the broadcast link sometimes
causes spurious retransmit requests to be issued by the receiving node.
This leads to unnecessary retransmission of messages, which are then
discarded as duplicates.
