Get the following error when compiling:

libcurl on this system is 7.13.2

According to packages.debian.org, etch contains wmweather+ version 2.9,
which is the most recent version you will be able to compile without
upgrading your curl.

Alternatively, lenny (current Debian testing) contains both wmweather+
2.11 and curl 7.18.2; you might be able to install those two packages
without pulling in too many other dependencies, or you might be able to
download the Debian sources for curl 7.18.2-5 and recompile it for your
etch environment.

Ok, that explains it. Unfortunately curl 7.17 hasn't made it into the
stable branch of Debian etch yet so it looks like I'm just out of luck
until that happens.

You have a very old version of curl: curl 7.13.2 was apparently released
sometime in 2005. According to curl's changelog, CURLOPT_COPYPOSTFIELDS was
introduced in 7.17.1, which was released 29 Oct 2007.
