Support for jpeg decoding. - ID: 2028254

Support for requesting the tight jpeg sub encoding to the host and decode
the jpegs. It add the option "-Q {0-9}" to specify the jpeg quality.
This allow for compressing the images much more than was possible before
and is really useful if you are not running the reflector on the same
network as the host.
