I don't think that this is from BOM. There is nothing named eBayscraper
related to BOM and the only thing that invokes UAC is BOMUpdate.exe and it
identifies as BOMUpdate.exe. Did you click on Details in the UAC Dialog?
Then you'll see the full path to the process' Executeable.

Correction:
What happen, in sequence, is this:
The "Update" "1.0.0.0" from "Unidentified Publisher" asks permission via
Vista UAC to access to my computer.
After I give it permission, a window titled eBayScraper shows an
installation process that stops when it DOESN'T find the file
C:\Users\john\AppData\Local\Microsoft\Windows\Temporary Internet
Files\Content.IE5\LE547CV2\eBayScraper[1].msi.

Every time I launch B-O-M all this happen :(
