Moderators should be allowed to bank (save, horde, cache) some percentage
of their mod points for future stories when they see something very much in
need of mod points (in their opinion).

Ability to bank a mod point or two would allow good post to be modded up
more quickly than waiting for moderators to find them. It would make the
moderation system more responsive.

This go some way toward reducing the "Mod Parent UP" posts.
