Details:

When directions are followed, one gets an error

cannot open the .rhosts file

which makes one assume the name of the file is .rhosts

I believe your intention was that the file be named C:\WINDOWS\rhosts but
in reality it is named C:\WINDOWSrhosts

Seriously :-)

Should be an easy fix.
