UCCASS - PHP Survey System

UCCASS v.1.8.1

I am the main administrator for my UCCASS system. I have added another user
as an administrator. This other person was only granted the privilege to
create surveys. This user created a survey and reused their admin login
information for the survey login information. When this user tried to edit
their survey later on, their username and pw was denied access.
