The reason is a wrongly defined default-value for the tabWidth property in the plugins metadata files (actually 4 was considered the Checkstyle default).
Since only property values that differ from the default are written to file that explains the faulty behaviour you experiences.
A fix is committed to CVS, and will be contained in the upcoming 4.4.1 release.
