Patch to build dynamic library on win32 - ID: 1832991

The following patch is needed in order to compile QuaZip as a dynamic
library on windows (missing QUAZIP_EXPORT). It also includes the patch from
bug "[ 1810253 ] QuaZip::getComment does not work".
