A command line option "-new" which launches Notepad++ with a new window. If
it's already running, bring the process main window to the front, and add a
"new window", essentially duplicating the functionality of the user
pressing "Ctrl+N".
This is useful for users who have a windows shortcut to an editor which
brings it up with a new window so they can jot down some notes (e.g.
currently launch a new instance of notepad.exe for jotting something down)
