add ExitViaHere - ID: 1789128

ExitViaHere was introduced in E-on-CL as a mechanism for easily providing
uncalling for emaker-defined objects.
A stub implementation would be putting a stamp-auditor "ExitViaHere" in the
scope of emaker evaluations.
