Cannot create Shift-JIS encoding filename - ID: 1780437

When decompressing files with multi-byte character filename, if we don't
use the 'y' option, it should use the original filename, like the Shift-JIS
encoding. But currently it cannot do such things because the Java don't
allow us to use arbitrary bytes in the filename.
