7 Show native fields in field-level permissions - ID: 1777495

Related to Bug #1776047:

In the workflow definition screen, add the native issue fields (owner,
description,...) as columns to the field level permissions. By default, all
of them would be required.

This solves the following problem:
For the closed state, the owner is not required. This only applies to the
state named "Closed" in the default state model. If this state is renamed,
it's not possible to determine, which one is the closed state.

With the feature supported, the user can setup the workflow and finally
make the owner optional for his closed state.

This would also allow an optional 'Assign To', where the people that
submit issues are not forced to assign them to someone.

Another vote on this one, b/c I think it would also solve my problem: I'd
like the ability to make comments optional, so that I could go in and
change the priority or milestone without being forced to enter a comment
too.
