Unified keyword arguments for h and v errorbars (axes.py) - ID: 1732220

Pass **lines_kw and **plot_kw to both vertical and horizantal error bars so
that they keyword arguments specifying size and color affect both.
(Perhaps one ones more fine grained control over each type independently
but prior to this patch, only the vertical bars are affected.)
Patched agains revision 3366.
