Minor bug in class ClosingTag - ID: 1696448

At line# 678 of BACnet.py, inside class ClosingTag
raise TypeError, "OpeningTag ctor requires an integer or PDUData"
The "OpeningTag" should be "ClosingTag" actually, typo I guess!
