5 "Last-Modified" header not updated - ID: 1693392

The time given in the HTTP "Last-Modified" header in rendered pages is not
updated after changes to the site structure. Rather, it still reflects the
time of the last change to the page content.

This means that changes in the site structure (e.g., menu item names) will
not show in the browser if the page is cached, sometimes not even after
'reloading' the page (some browsers don't actually reload if
'Last-Modified' is unchanged).

It should reflect changes to content OR site structure, whichever is
later.
