Robo-Magellan

Come up with a number describing how well the vehicle has satisfied the
MDF. See http://www.darpa.mil/grandchallenge/rules.asp. This should be
the same number that DARPA uses to decide who wins the race. How they do
so is not at all clear. Factors to consider include avoiding collisions,
staying in lane, minimum time to complete the course and following all
rules. This number is the score for how well a control strategy does on a
particular course. The optimal strategy gets the best scores over all
RNDF/MDFs.
