Turtle Firewall

I am needing to write a rule for spamassassin DCC connectivity. Here is
what their documentation says but I can not make the connection.

allow udp local gt 1023 to remote 6277
allow udp remote 6277 to local gt 1023

this is what I have in my user defined rules:

<service name="DCC" description="DCC">
<filter direction="go" p="udp" dsport="1023"/>
<filter direction="back" p="udp" sport="6277"/>
</service>

What am I doing wrong? I also need to create rules for Razor and Pyzor but
if I get the way this rule is created I should be able to figure the other
ones out.
