Minimalistic patch to build under win.
Unittests won't work for win(but i've added one working test test1.cc,
derived from template_unittest.cc), and make_tpl_varnames won't work too.
Also there is no support for multithreading, and absolute paths won't work
;)
P.S. diffs were made via http://www.iconv.com/diff.htm ;)
P.P.S. I tried not to brake anything, so it's theoretically possible to
build cross-platform distro ;)
