fixing two issues of rbgen - ID: 1621045

Two of the reported issues are fixed
rb_omit is initialized to "", so it won't crash rbgen when no %omit
directive is given
added a "," to the skelpath to make searchpaths work, if redblack.[ch] is
not in the current directory
