spilo101 sorry for hijacking your ticket. some relevant URLs were already
posted below. To address your last three bullets:

1. setup website:
http://sourceforge.net/docman/display_doc.php?docid=4297&group_id=1#posting

2. Seek developers, put a word out there that I am looking for fellow
programmers: https://sourceforge.net/people/

3. get a clear view on how things work on sourceforge, and why I came
here
in the first place: https://sourceforge.net/docs/about

1. setup website. "smartchat.sourceforge.com" <- I dont know how to upload
files here..
2. Seek developers, put a word out there that I am looking for fellow
programmers,
3. get a clear view on how things work on sourceforge, and why I came here
in the first place..(right now I am so confused.. I dont see a point).

Yes documentation is wrong sometimes.

For example, I wanned to put my files in CVS and followed their
instructions exactly. It never worked. Then, after a day of frustration, I
had to start to think for myself, and now I have CVS working.

CVS docs suggest that we need PuTTY/Pageant to run with WinCvs. This is
just plain wrong, WinCvs works fine over SSH by itself, if you add path to
your private key file in CVSROOT string.

But from perspective the documentation is even wrong, see the link I gave.
They write "As the administrator for a project, you may access the Project
Admin interface for your project by using the "Project Admin" link in the
left navbar of the SourceForge.net." I never saw a left navbar. And I never
find this FRS link in the left navbar, it drives me nuts....

Hell, since I am here, I might try and contribute to making such an index,
even add flash "how-to" demos for basic things. But before I do so, and go
to https://sourceforge.net/docman/display_doc.php?docid=6445&group_id=1
with it, I would like someone from SF team to voice his/her support for
this, so that I would know it will not end up in a trash bin ;)

From my limited experience, I must say that the difficulty is not in site
operation (which is not going to change any way), but in its documentation.
Docs themselves are quite complete but there is no good index to it. I mean
really clean page with link tree that cover basic administration needs. By
contrast, SF documents contents tables, such as E07
(http://sourceforge.net/docman/display_doc.php?docid=4297&group_id=1),
typically have too many links, and jumping around between documents is
indeed quite confusing.

I know we shouldn't add comments here. But I have to. The documentation is
a mess. I have the same problem. I hope you find more people who feel the
same and add a comment. May be this improves the documentation - or even
the tools to be used.

For the upload may be this links help
https://sourceforge.net/docman/display_doc.php?docid=6445&group_id=1
It still took a while to figure out how to upload a file. A simple upload
file operation....
