Add more information to exception messages (libnetprot) - ID: 1616475

The messages of the exceptions thrown in OutgoingMessage.encode() in
libnetprot lack information. The iterator that currently iterates over the
map values should iterate over the map entries (Map.entrySet().iterator()),
so that the name of the value is also accessible within the loop. Then, as
much information as possible should be added to the exception messages.
