#684 Setting 'Cultures' field in project properties has no effect

::Description::
Modifying the Cultures property has no effect. Event
the tab bar does not prepends * to indicate modified
state. I am using Votive 3.0.2120.0

::Impact::
If any extensions are used, light will generate errors.
e.g. for Util extension following error is generated -
LGHT0102 : The localization variable
!(loc.msierrXmlFileFailedRead)
is unknown. Please ensure the variable is defined.

::Workaround::
Open the *.wixproj file in notepad and add the culture
info between <Cultures></Cultures> tags.

    I had some difficulty in adding this value. I had to wait
    until the build was finished and then added the
    culture "en-US" to the textbox. VS2005 didn't show that
    the file was dirty until I navigated to the General tab in
    the project settings and modified the output name. Then I
    got the asterisk on the tab and then did a Save All. I
    verified that the change persisited by closing the project
    settings and reopened it. It took some messing around but
    I eventually got it to save.
