Install info is not in the two PDF documents, as
suggested to the solution to a fellow bug reporter. The
file INSTALL.txt however says:
"2. You must edit the file config.php. In this file you
will have to set the path to Newsmanager, and some
cookie variables. This file contains instructions on
what settings need to be set and what they should be
set to."

There is no such file called config.php

The end result is that install fails after the MySQL
tables have been created.

This is the same error which others have posted and you
have dismissed! Can you advise where (which file) one
can edit the MySQL variables?
