Vulnerability Scanning Cluster

I was confused to be presented immediately with a privilege request page.
I think I should have viewed the welcome/main menu (with the news)
instead, with a note saying that I didn't have privileges in any domain,
and
would I like to request some. I also think I sent a privilege request for
the
school of science while I was trying to request setting up a domain for
CERIAS, by pressing the wrong submit button. This interface is confusing.
I think the pages should be separated, with a link saying something like
"Do you not see an appropriate domain? <A> Request the creation of a
new domain! </a>. Also it is not obvious that the name above the
"------" is the parent domain and that the ones below are child domains.
