Ctrl and Shift key events - ID: 1506118
Last Update: Settings changed ( epietrig )
Ctrl and Shift press/release/type key events are filtered out by ZVTM and
never sent on their own to ViewEventHandler (only available as mod
information for other events). There is no reason why these events should
be filtered out at the ZVTM level. Make them available to client
application.
