NetReg: Network DHCP Registration System

An associated script which can be run as a cron job
which does a scan through the registered ip ranges
and produces a list of ip addresses that are not in
the DHCP table (ie have been manually assigned)

An additional preference would be to collect the
associated mac-address from the machine also.

A final extention to the script possibility would be
to also compare each ip found and compare it to the
corresponding item in the DHCP table to see if it has
the same mac-address, hence detecting rogues who
spoof another users address.
